The music is sensational.

The cinematography is utterly beautiful (even with the over-used fuzzy bits) - so, why did this flop?

The WRITING - or, lack of...

It is film noir with muted colour - this neo-approach is notoriously difficult to pull off - L.A. Confidential did it - others have tried and most have failed, dismally.

Chronically laden with all the noir prerequisites, the obvious miscasting of all actors and the intrusive and annoying VO...makes this one very good-looking FLOP.
